  • General information on higher education

    Higher education in Bulgaria is provided through colleges, universities, specialised higher education institutions (i.e. in the fields of economics, technical or military studies, etc.) and academies.

  • National external quality assurance requirements

    External quality assurance of higher education in Bulgaria relates to institutional and programme accreditation and evaluation. Institutional and programme accreditation procedures is carried out on a ten-grade evaluation scale.  

    • Institutional and programme evaluation
      If the score obtained during the institutional accreditation procedure is below 4, the accreditation shall be denied. For scores between 4 and 5, the higher education institution may be allowed to offer instruction at Bachelor level in the relevant professional area or specialty related to regulated professions. For accreditation scores between 5 and 10 the higher institution may offer instruction at Bachelor, Master and Doctoral level (pursuant to Article 80, Paragraph 2. Higher Education Act, 61/2011).

    A fully functioning quality assurance system is in operation nationwide, in which all higher education institutions are subject to regular external quality assurance by an agency that has successfully demonstrated compliance with the Standards and Guidelines for Quality Assurance in the EHEA (ESG) through registration on EQAR

  • Cross-border quality assurance

    Recognising EQAR-registered agencies as part of the national external QA requirements

    • Eligibility requirements for foreign agencies: registration on EQAR (Higher Education Act, Art. 79a) 

    • Conditions for the agencies’ work (e.g. criteria to be used): the foreign agency will have to use the same criteria and mark-based system as the national agency, NEAA.

    • Recognition of reviews carried out by foreign agencies: accreditation is given by the National Evaluation and Accreditation Agency (NEAA) based on the results of the assessment.
