    Report summary

    University of Primorska is the third state university in Slovenia and at the same time also the smallest one. It was established in year 2003 when some independent colleges and research centres that already existed in the region merged under a common organisational structure. This historical background is in part still reflected in the procedures, governance and management of the University and its members. However, the structure in the last accreditation period has been changed significantly, as an important founding part of the University - The Science and Research Centre (ZRS) become independent again. A few years after that decision, the University has overcome a drop in research staff and results that was inevitably related to this decision. At the same time, the University is now more financially stable and ready for new partnerships, such as recently established cooperation with the State University Lomonosov from Moscow. The orientation of the University towards internationalisation is one of the mainstream goals also for the future. The University is very appreciatively accepted in the region, where some new buildings are on disposal for its further development. Moreover, the study process is also performed in some more distant cities across Slovenia, where the presence of the University with some niche study programs is also appreciated. University of Primorska is a small university where good and open collaboration between the students and administrative staff as well as a direct and genuine contact between the teaching staff and the students is something natural and as such, a great advantage for all parties. The students are coming not only from the coast region but also from other parts of Slovenia and abroad. Their activities and the University as a whole represent a strong benefit to the region and local community. To enhance this impact more student dormitories will need to be provided, especially because the region is also very popular touristic place.

    Report summary

    The university study program Tourism and both higher education professional programs Tourism Destination Management and Tourism Enterprise Management are carried out at the Faculty of Tourism Studies (Turistica), which is a member of UP and is active in the area where tourism is almost at home. There is no doubt about the interest in such studies in the region and beyond. The strong links between students and employers, the exemplary cooperation of the Faculty with external stakeholders and the administrative regulation of practical training are commendable. Special attention should be paid to the systematic guidance of students through individual work in order to obtain a competent model of the graduate. We strongly recommend improving the process of preparing and writing self-evaluation reports, actively involving students and the Alumni Club, and presenting the results to all interested parties. The QA Commission should have its place on the faculty websites as a space for publishing quality related documents and results of evaluations. The implementation of recommendations based on the self-evaluation of study programs is less obvious from the self-evaluation reports. Greater emphasis must therefore be placed on the action plan to close the quality loop. The preparation and updating of study programs is mainly related to increasing the number of graduates and enrolment rates. The Faculty also uses other mechanisms to promote study programs. In order to achieve excellence in the quality of teaching, more time should be invested in the education and training of university teachers to make use of modern, innovative forms of teaching, as students have also stressed. This is also the reason why the faculty must ensure adequate material conditions in terms of up-to-date computer hardware and Internet access for the students. Guidelines for mentors in practical training and examples of good practice for other study programs. Good vertical and horizontal links between the Faculty and the University enable good project and research work, which is commendable. The relationship between students and teachers is also exemplary.

    Report summary

    The PhD program in Conservation Biology (3rd level, 4 years, 240 ECTS) is a program that focuses on one of the most important issues facing humanity today, i.e. the habitat degradation, and biodiversity loss due to the negative impacts of human activities. The Conservation Biology PhD program includes mandatory biological, methodological, and content courses that enable students to acquire knowledge or skills for independent work (research or application) in the field of conservation of species and their habitats. The program is structured in form and content according to the legislation. Emphasis is placed on students' individual research work. The curriculum is designed to meet the set objectives and enable the achievement of the expected competences (both general and subject-specific). The premises and equipment are suitable for the implementation of the study program. Since this is the first accreditation of the study program, the personnel composition is not yet complete and will continue to change. A group of experts recommends full-time employment of the higher number of teachers at FAMNIT. Finally, as an expert group, we would like to point out the sloppy preparation of the application for accreditation of the study program and the very large number of inconsistencies in the application itself. The inconsistencies can be found both in the naming of courses and in the information about the scientific excellence of the course holders and doctoral students’ mentors (various statements in the application and in the appendices). In the final response to the expert report, the applicant has corrected all the mentioned irregularities.

    Report summary

    The group of experts received a decision on appointment and the documentation for evaluation on 27 July 2020. It convened at two preparatory meetings and then held online discussions with the representatives of the Faculty of Health Sciences and external stakeholders on 14 and 15 September 2020. 6 discussions were held each day. At the end of the second day of evaluation we shared our preliminary findings with the faculty management. We received all self-evaluation reports, necessary documentation that together with information from the discussions served as the basis for the evaluation report. The self-evaluation report covers the educational activities of the faculty. Indicators are monitored according to individual categories and years. For each indicator, an overview of activities planned in the previous year is provided. The self-evaluation thus follows the planned activities and defines new measures for improvement to be carried out in the future. However, we found that the quality loop is not fully closed. Self-evaluation of both study programmes under assessment is in place. Teachers usually express proposals to change a study programmes and such proposals are discussed at the corresponding department. In addition, proposals from student surveys are also taken into account. The last thorough change of the first cycle study programme in nursing was introduced in 2015 while taking into account the 2013/55/EU Directive. This change regarded minimum duration and size of theoretical and practical training of graduate nurses/health care workers. The Master's programme in nursing is currently being revised for change. All study contents are constantly updated and are thus in lock step with current state of the profession and trends at home and abroad. Special attention is paid to achievement of subject-specific competences both in the theoretical domain of knowledge and in clinical training. The latter is well organized and regulated. Students expressed great satisfaction with accessibility of teachers, librarians and professional workers in student affairs office. We propose that the faculty implements the plans regarding the increase of facilities. Some 20 teachers should be additionally educated and more student and teacher tutors should be trained. Students should be appropriately informed about tutorship. Practical training could improve by expanding the list of activities and interventions which the student then only marks.

Verifiable Credentials

A Verifiable Credential (VC) is a digitally-signed and thus tamper-evident document containing information on a subject (e.g. personal information, entitlements of an individual, degrees held by an individual or accreditation of a higher education institution). Quality assurance results recorded in DEQAR can be downloaded as W3C-compatible Verifiable Credentials.

Currently, two types of credentials can be issued:

EBSI Verifiable Accreditations (VA) can be used by a higher education institution in the context of the EBSI Early Adopters programme.

  • The VA allows the institution to prove its external quality assurance on the Trusted Issuer Registry (TIR). EBSI VAs are only issued for external quality assurance results with an official status in a national system (“part of obligatory EQA system”).
  • At present, the higher education institution’s EBSI DID needs to be communicated to EQAR and recorded in DEQAR manually at the moment. If you are a higher education institution participating in EBSI, please contact us to register your DID.
  • EBSI VAs are issued by EQAR under its DID did:ebsi:zk4bhCepWSYp9RhZkRPiwUL.

DEQAR Format Verifiable Credentials primarily serve as a proof of concept and public demonstrator currently.

  • DEQAR Format VCs are based on the plain W3C Recommendation and our own data model. While they closely follow the EBSI Schema, no EBSI-specific or EU-specific elements or data types are used.
  • The higher education institution is identified by its DEQAR URI in this case.
  • DEQAR Format VCs are issued by EQAR under its DID did:web:data.deqar.eu.
