University of Primorska is the third state university in Slovenia and at the same time also the smallest one. It was established in year 2003 when some independent colleges and research centres that already existed in the region merged under a common organisational structure. This historical background is in part still reflected in the procedures, governance and management of the University and its members. However, the structure in the last accreditation period has been changed significantly, as an important founding part of the University - The Science and Research Centre (ZRS) become independent again. A few years after that decision, the University has overcome a drop in research staff and results that was inevitably related to this decision. At the same time, the University is now more financially stable and ready for new partnerships, such as recently established cooperation with the State University Lomonosov from Moscow. The orientation of the University towards internationalisation is one of the mainstream goals also for the future. The University is very appreciatively accepted in the region, where some new buildings are on disposal for its further development. Moreover, the study process is also performed in some more distant cities across Slovenia, where the presence of the University with some niche study programs is also appreciated. University of Primorska is a small university where good and open collaboration between the students and administrative staff as well as a direct and genuine contact between the teaching staff and the students is something natural and as such, a great advantage for all parties. The students are coming not only from the coast region but also from other parts of Slovenia and abroad. Their activities and the University as a whole represent a strong benefit to the region and local community. To enhance this impact more student dormitories will need to be provided, especially because the region is also very popular touristic place. -

The Faculty of Health Sciences (FVZ) is a member of the University of Primorska (UP). The faculty comprises four departments, including the Department of Physiotherapy, which is led by the Vice Dean for Quality in the field of physiotherapy. The faculty offers a three-year university study program in Physiotherapy, the first of its kind in Slovenia, as well as a two-year master's degree program in Physiotherapy. A group of experts conducted a sample evaluation and found that both the university and master's study programs in physiotherapy comply with Articles 21, 22, and 23 of the Criteria for Accreditation and External Evaluation of Higher Education Institutions and Study Programs (hereinafter: the Criteria). The curricula (for both undergraduate and postgraduate levels) and their respective teaching units ensure the attainment of the fundamental goals of the university and master's study programs in physiotherapy. From the perspective of content consistency and coherence, both study programs are well-designed. The connection between the learning outcomes specified in the course syllabi and the objectives and competencies of the university and master's study programs is reflected in the fact that graduates, upon completing each level of study, are equipped to transfer their acquired knowledge and skills into the professional physiotherapy environment. UP FVZ implements a structured and comprehensive self-evaluation system based on the principles of continuous improvement (PDCA). Through this approach, the faculty ensures sustainable monitoring, assessment, and enhancement of quality across all key areas of operation, including education, research, lifelong learning, engagement with the community, and administration. The system encompasses both educational and research activities and involves internal and external stakeholders, relying on quality indicators, student surveys, SWOT analyses, and focus groups. The higher education institution continuously updates the content of both physiotherapy study programs, as evidenced by self-evaluation reports and discussions with various stakeholders. Following the accreditation of the study program, modifications were introduced that do not constitute a complete program overhaul. The self-evaluation system for both levels of the Physiotherapy study program at UP FVZ demonstrates effectiveness in developing and updating the curriculum, thereby maintaining the relevance and quality of the educational environment. The self-evaluation process focuses on assessing and updating content, the efficiency of teaching methods, student workload, achievement of competencies, and ensuring a suitable academic environment and advisory services. The faculty appropriately implements substantiated changes proposed by stakeholders and evaluates their effectiveness through continuous feedback monitoring. This process establishes a quality loop, where the success of introduced changes is regularly verified. Through this approach, the faculty ensures that the physiotherapy study programs remain up-to-date and enable students to develop competencies for high-quality and safe practice in clinical settings. The formats of contact hours are defined in the course syllabi and are divided into lectures, seminars, and practical exercises, which may include seminar-based, laboratory, field, or clinical activities. The method of delivery is adapted to the subject's objectives and competencies. UP FVZ ensures the suitability of instructors in the university and master's Physiotherapy study programs by selecting higher education lecturers/associates appointed in an appropriate academic rank from the relevant field of 6 expertise. The faculty conducts regular evaluations of clinical/practical training. The primary purpose of these evaluations is to ensure and improve the quality of the educational process, enhance the satisfaction of clinical mentors and students, strengthen a supportive learning environment, and maintain high physiotherapy standards. UP FVZ demonstrates adequate material conditions related to the implementation of both study programs, which are consistent with the criteria. For the implementation of the pedagogical process (lectures, seminars, exercises), the faculty has adequately equipped premises, practice rooms and laboratories. For clinical/practical training, it has established cooperation with educational and other institutions, with which it has concluded cooperation agreements. The group of experts estimates that opportunities for improvement in this area are among the most important, since the quality of the mentoring process is one of the key conditions for the quality of the study itself, such as Physiotherapy. The faculty recognizes communication as a strategic tool for building an academic community. Summaries of other key advantages and opportunities are summarized in the table at the end of the report. In response to the experts' evaluation report, the UP FVZ has, among other things, attached an action plan of measures based on their recommendations. The plan defines the measures taken, activities, implementation deadlines, persons responsible for implementation and monitoring of implementation. It includes interdisciplinary content and practical training, strengthening professional and research orientation. Course content is up-to-date and meaningfully aligned with program goals. The program is closely connected with its environment, built on cooperation with domestic and international partners from science, industry, and the profession. A labor market analysis confirms graduates’ employability. Practical training is mandatory and well organized at home and abroad, with project involvement and mentoring. Strong support from companies, research institutions, and international networks further enhances its relevance and quality. The program is designed in line with its content, objectives, and quality standards. It foresees a wide range of modern teaching methods, full-time study with a mobility window, and a blended final seminar. Academic staff are adequate and scientifically competent, with some subject leaders achieving excellent research results. The faculty provides stateof-the-art research and teaching equipment, modern laboratories, and 24/7 library access. Accessibility for students with mobility impairments remains partly problematic but renovations are underway and the faculty has committed to completing it by the end of 2025. . The key document in the formal self-evaluation system of the Doctoral Program Innovative Tourism is the Self-Evaluation Report of the Faculty of Tourism Sciences, which refers to the educational activity. It is prepared for each academic year. The structure, methodology and content of the report follow the instructions of the University of Primorska. The self-evaluation report contains an analysis of the performance in implementing the measures and explanations of areas where measures and objectives were not achieved. The self-evaluation report is accompanied by an action plan for the next academic year, which includes objectives, activities, responsibilities and deadlines for the implementation of measures for each quality indicator. The quality loop is not properly closed in the evaluation of the doctoral program. The reason for this is that there is no specific self-evaluation report for the doctoral program. The measures proposed in the self-evaluation report for the educational activities and the different analysis materials are not specified at the level of the individual study program. During the evaluation visit, various stakeholders pointed out the great importance of informal approaches in self-evaluation of the study program and in collecting suggestions for changes in the study program from both students and professors. The informal system is made possible by the small number of students and the close relationship between professors and students. The informality of the procedures limits the possibility to adequately evaluate the contents and procedures of self-evaluation. Therefore, the expert group suggests greater formalization of the self-evaluation process. After the self-evaluation report is prepared, the management of the faculty is informed about results. The results are also discussed at the academic assembly and in the departments. Students are informed through their representative on the Quality Committee and by presenting the report and measures at the Student Council. The self- evaluation report and measures, as well as the results of the student survey, are presented to students at the beginning of the academic year, but this does not apply to doctoral students. The documents are available on the faculty website. The goal of the study program is to create a profile of a doctoral graduate tailored to the needs of tourism, qualified for both research and applied work in tourism. Thus, the program itself is characterized by an important duality: on the one hand, training for independent research work that will represent a new contribution to science. On the other hand, the training for applied work in tourism with the formation of specific knowledge and competences in the field of innovative tourism, which can contribute to the increase of competitiveness of tourism services and products on the Slovenian and international tourism market. Due to this duality, the program faces major challenges, especially in the area of balancing basic and applied research in tourism. As it evolves (major changes in 2017 and 2022), the program is increasingly moving away from applied goals and emphasizing the scientific-research aspect. The faculty is actively involved in research and development activities. Research activities are mainly focused on applied knowledge, but basic research projects are also sufficiently included. However, we recommend greater research ambitions in the field of basic research. Students are usually already working and therefore have less time to study. Prior to enrollment, faculty members interview applicants to discuss student expectations, ambitions regarding the research area, and the course of study itself. These interviews are informative in nature and are not intended to select applicants prior to enrollment. The program of study in the Innovative Tourism program allows for good individualization for each student through elective courses and independent research. Although the department conducts a sufficient number of research projects, the systematic involvement of students in such projects is problematic. The expert group also reviewed the availability of compulsory literature mentioned in the curricula and found that a large number of literature units are not available in the faculty library, according to the Cobiss database some are not available even in the whole of Slovenia. The timetables are entirely tailored to the needs of PhD students, so they take place in the afternoon. Students expressed satisfaction with the work of professors and with support services. Students expressed satisfaction with the way they are informed. Basic information about the study program is available on the website. We suggest that the faculty expand the information available. The autonomy of professors is at an appropriate level. Major interventions in autonomy are experienced only by the teachers who are rated poorly in surveys, but the faculty management supports them in improving their pedagogical and didactic skills. The central suggestions of the expert group mainly refer to a stronger formalization of the system for collecting initiatives and proposals in the self-evaluation process of the study program and changes in the study program, the separate creation of measures specific for the doctoral study program, a stronger involvement of students in research projects, a stronger networking of students during their studies, and a more adequate representation of the interests of doctoral students in the student council. The faculty prepared a comprehensive response report with numerous annexes to the first version of the report of the group of experts. An action plan was created, with which the faculty proactively responds to the opportunities for improvement identified in the report. From the documentation it is clear that the faculty will adequately take care of the elimination of identified discrepancies and that it is aware of the necessity of quality monitoring and development of the study program. -

The second-cycle study program Educational Mathematics is designed to educate future mathematics teachers for the upper levels of primary school and for all secondary school and grammar school programs. The current labour market situation and the demand for mathematics teachers clearly indicate that graduates of this study program are in high demand. The fundamental assumption of the study program is that candidates, upon enrolment, possess basic competencies in the core disciplines of academic mathematics (i.e., they are graduates of a first-cycle mathematics program). The admission requirements ensure that candidates have adequate mathematical knowledge for successful study and the achievement of all competencies anticipated by the study program. A clear vertical structure of learning outcomes is established with respect to the undergraduate study program of mathematics, which ensures that each student achieves 300 ECTS credits from different learning outcomes over the five years of university study. The content and subject structure of the study program form a coherent whole, allowing for a balanced development of all key professional competencies of mathematics teachers (mathematical knowledge, mathematics didactics, general pedagogical knowledge, professionalism, and professional development). The study program facilitates a balanced development of all dimensions of a mathematics teacher's professional competence. The program incorporates and reflects contemporary scientific findings and current practical solutions from educational research, as well as educational and information-communication technologies, emphasizing an interdisciplinary approach to teaching and learning mathematics in schools through the selection of courses and teaching methods. The distribution of courses and content across the academic years is logical, balanced, and appropriate, with both horizontal and vertical connections established. The core literature is suitable, up-to-date, and accessible in the institution's libraries (the university library and the UP PEF or UP FAMNIT libraries) or freely available. Some titles are in the process of being acquired, for which UP PEF has provided purchase orders. The titles will be available by the implementation of the study program. The ECTS allocation for courses and the ECTS ratios among different verticals of the study (mathematics, mathematics teaching, and teaching) are appropriate. The area of practical training is well-organized and allows for the acquisition of the relevant competencies outlined in the curricula. The institution has established a broad network of collaborations with primary and secondary schools and other educational institutions for the implementation of teaching practice. The higher education lecturers and associates are appointed in the relevant fields and demonstrate appropriate scientific-research and pedagogical excellence. The institution also has suitable material conditions for the implementation of the study program. In the opinion of the expert group, this will be an excellent study program. Given the shortage of mathematics teachers, it is crucial that such education also begins at the University of Primorska, as young people who wish to become teachers are often strongly tied to their local environment. -
