    Report summary

    The evaluation of the Master's degree programme in Electrical Engineering was carried out by a team of experts in accordance with the recommendations, criteria and benchmarks set by the National Agency of the Republic of Slovenia for Quality in Higher Education. The assessment of the study programme was carried out against five standards in the area of Internal Quality Assurance and Improvement, Modification, Update and Implementation of Study Programmes. FE UL meets the requirements in three areas of the assessment: Internal quality assurance and enhancement of the study program - Higher education institution evaluates and improves the content, structure and delivery of the study programme (Standard 1) and Delivery of the study programme (Standards 4 and 5). In two areas, we observed partial compliance with the quality standard under Standard 2 (Internal quality assurance and enhancement of the study program - According to self- evaluation report, tasks are completed based on previous self-evaluation) and Standard 3 (Changes and updates of the study programme). In identifying the strengths, we have focused on the distinct strengths of the Electrical Engineering or FE UL study programme, 14 of which have been highlighted, but there are certainly more. Many of the strengths of the Electrical Engineering or FE UL study programme are due to the strengths or excellence of FE UL as a whole. FE is an excellent research institution, which translates the results of its research work into the economy (with which it has intensive cooperation) and into the courses of the study programme. This is also reflected in the quality of the research facilities. Students have many opportunities to get involved in research projects if they are self-motivated. Notwithstanding the many strengths, we have also highlighted 38 opportunities for improvement that the UL FE can exploit to further develop and improve the quality of the assessed study programme. These opportunities relate to all the standards, but we highlight in particular the opportunities in upgrading the monitoring and quality assurance processes of the study programme, where more concrete improvement measures and their follow-up are needed. We also note that the study fields (branches) of the Electrical Engineering study programme are rather disconnected from each other, which leads to a lack of coordinated development and updating of the study programme as a whole. There is a need for a reassessment of the general and subject-specific competences of the study programme, the definition of the learning outcomes of the courses, the structure of the elective modules, the student workload in courses that all have the same number of ECTS, etc. Opportunities for improvement also exist in the areas of the tutoring system, facilities for project work and student socialising, improvement of the faculty's website, possibilities for long-term exchanges of teaching staff, etc. We observed partial non-compliance or partial fulfilment of quality standards in the quality assurance of the study programme - partial closure of the quality circle, which is mainly due to the low level of awareness and knowledge of quality assurance processes among teachers, as well as among students. The second partial non-compliance relates to the description of the core area of the study programme Electrical Engineering, which does not cover the content of all study fields (to include other KLASIUS-P-16 areas in the description of the programme). Verifiable Credentials

A Verifiable Credential (VC) is a digitally-signed and thus tamper-evident document containing information on a subject (e.g. personal information, entitlements of an individual, degrees held by an individual or accreditation of a higher education institution). Quality assurance results recorded in DEQAR can be downloaded as W3C-compatible Verifiable Credentials.

Currently, two types of credentials can be issued:

EBSI Verifiable Accreditations (VA) can be used by a higher education institution in the context of the EBSI Early Adopters programme.

  • The VA allows the institution to prove its external quality assurance on the Trusted Issuer Registry (TIR). EBSI VAs are only issued for external quality assurance results with an official status in a national system (“part of obligatory EQA system”).
  • At present, the higher education institution’s EBSI DID needs to be communicated to EQAR and recorded in DEQAR manually at the moment. If you are a higher education institution participating in EBSI, please contact us to register your DID.
  • EBSI VAs are issued by EQAR under its DID did:ebsi:zk4bhCepWSYp9RhZkRPiwUL.

DEQAR Format Verifiable Credentials primarily serve as a proof of concept and public demonstrator currently.

  • DEQAR Format VCs are based on the plain W3C Recommendation and our own data model. While they closely follow the EBSI Schema, no EBSI-specific or EU-specific elements or data types are used.
  • The higher education institution is identified by its DEQAR URI in this case.
  • DEQAR Format VCs are issued by EQAR under its DID did:web:data.deqar.eu.
