    Report summary

    At the Faculty of Administration, the evaluated study programs are developed and updated in a constant communication among employees, students, management and external stakeholders. Both of the evaluated study programs have an international accreditation, which has led to the modernization of both study programs. At the first cycle study program a new module Governance in the European Union was introduced, and the second cycle study program was fully renewed in line with the recommendations of international accreditation, opinions of more than 1000 potential employers and with an active involvement of the academic staff and students. Students have expressed satisfaction with their studies. According to the employers, graduates possess a broad view of public administration and are highly flexible. Academic and non-teaching staff are suitably qualified and receive an adequate assistance and advice regarding their professional development. The material conditions for the implementation of the two study programs are appropriate. For students with special needs, appropriate adjustments are made to enable them to study successfully and progress regularly. Both management and employees have recognized the importance of innovative approaches to teaching and to student-centered teaching and learning. The Centre for the Development of Pedagogical Excellence is the driving force of this development. The 27 integration of innovative teaching methods is stimulated by the faculty both financially and by habilitation criteria, where points collected on the basis of training for pedagogical work are also required for each promotion. The group of experts suggests that the faculty reconsiders the enrolment conditions for the second cycle study program and defines appropriate differential exams for students from other fields on the topics that are a prerequisite for their successful study. The faculty should also follow the amount of student workload and take measures when discrepancies are identified. The faculty still has many opportunities to improve in the field of self-evaluation reports and reporting on what it is actually being done for the quality development, as quite a few analyses, evaluations and proposals for improvement are missing in the self-evaluation reports. In this respect, the team of experts has tried to give specific suggestions in order to help the faculty in the further development of the system and culture of quality.

    Report summary

    The joint dosctoral study program Governance and Economics in the Public Sector was evaluated according to the five standards of Article 23 of the Criteria and according to Criteria for International Cooperation in Higher Education. For the four standards, we identified advantages, such as the example of good practice with the introduction of Commissions for monitoring the progress of doctoral students, which monitor the research work of the doctoral student from the first year of study onwards. Similarly, we assess 25 very positively that additional incentives for students have been introduced in order to promote students' scientific research work, such as co-financing registration fees at scientific conferences for doctoral students. Students and graduates also highly praised the communication and the ongoing solution of all content, research and other problems or issues, with the coordinator of the doctoral study program at the Faculty of Public Administration, prof.dr. Klun. We have identified a few other advantages, which we list in full in the report. For the three standards, we identified opportunities for improvement, which are also described in the report. In Standard 2, we identified one partial compliance with the standard, namely the need to establish closer active and balanced cooperation of both partner institutions in all areas related to the self-evaluation of the study program, at all levels of the self-evaluation cycle, in accordance with the Consortium Agreement.

    Report summary

    The appointed expert group received the materials for assessment and, using the required documentation, prepared a joint report on the compliance with the accreditation criteria for the new study program. The findings regarding the continuing education study program are as follows: the covered content aligns with the program's objectives, encompassing all relevant areas of veterinary pathology, including laboratory exercises for acquiring specialized knowledge, support from the veterinary chamber, and successful collaboration with external institutions (either private companies or state institutes). The program's subjects are assigned with an adequate amount of ECTS credits, and the material aspect of the study is at a level that allows for the smooth implementation of the study program. Recognized strengths include the diversity of elective courses, the competence of the staff, and the faculty's recognition. Opportunities for improvement include a clear definition of the modular implementation of subjects, updating study literature, redistributing laboratory exercises to be conducted within institutions, precise definition of the grading scale, and defining the minimum requirements for demonstrating knowledge. Also the current number of exercises seems somewhat burdensome for the candidates; these should therefore probably be relieved by lowering their number.

Verifiable Credentials

A Verifiable Credential (VC) is a digitally-signed and thus tamper-evident document containing information on a subject (e.g. personal information, entitlements of an individual, degrees held by an individual or accreditation of a higher education institution). Quality assurance results recorded in DEQAR can be downloaded as W3C-compatible Verifiable Credentials.

Currently, two types of credentials can be issued:

EBSI Verifiable Accreditations (VA) can be used by a higher education institution in the context of the EBSI Early Adopters programme.

  • The VA allows the institution to prove its external quality assurance on the Trusted Issuer Registry (TIR). EBSI VAs are only issued for external quality assurance results with an official status in a national system (“part of obligatory EQA system”).
  • At present, the higher education institution’s EBSI DID needs to be communicated to EQAR and recorded in DEQAR manually at the moment. If you are a higher education institution participating in EBSI, please contact us to register your DID.
  • EBSI VAs are issued by EQAR under its DID did:ebsi:zk4bhCepWSYp9RhZkRPiwUL.

DEQAR Format Verifiable Credentials primarily serve as a proof of concept and public demonstrator currently.

  • DEQAR Format VCs are based on the plain W3C Recommendation and our own data model. While they closely follow the EBSI Schema, no EBSI-specific or EU-specific elements or data types are used.
  • The higher education institution is identified by its DEQAR URI in this case.
  • DEQAR Format VCs are issued by EQAR under its DID did:web:data.deqar.eu.
