    Report summary

    Faculty of Health Sciences (ZF) is the youngest member of the University of Ljubljana (UL). The faculty consists of seven departments, including the Department of Midwifery. Currently, the faculty offers a three-year higher education professional study program in Midwifery, which is the only such program in Slovenia. A group of experts, after reviewing the received documentation, concluded that the fouryear higher education professional study program in Midwifery has been prepared in accordance with the applicable standards. The curriculum, with its academic units, ensures the achievement of the fundamental goals of the professional study program, which spans four years, comprising both mandatory and elective courses. From the perspective of content consistency and coherence, the first-cycle study program is appropriately designed, reflecting the diverse employment needs in different professional environments for midwifery experts. The alignment of learning outcomes—defined in course syllabi—with the objectives and competencies of the study program is evident, ensuring that graduates are equipped to transfer acquired knowledge and skills into their professional midwifery practice. The curriculum and syllabi of the study program indicate that instruction will be delivered through lectures, seminars, exercises (including seminar exercises and laboratory work), clinical practice, and independent student work. A substantial part of the program (2,300 hours) is dedicated to clinical training, which will be systematically supervised by qualified clinical mentors, in collaboration with university lecturers from ZF and the clinical training coordinator. UL ZF has provided a list of university professors—lecturers and co-instructors—who are designated to participate in the first-cycle higher education professional study program. Each course leader holds an appropriate academic title and has been appointed in the relevant field of expertise corresponding to their subject area. Going forward, it is necessary to strengthen research activities and publications of faculty members within the department, as well as secure independent research projects, as the department has numerous opportunities in the research and project domain. UL ZF has submitted appropriate documentation demonstrating that it meets the required material conditions for the implementation of the study program in compliance with established criteria. The faculty has adequately equipped spaces for teaching activities such as lectures, seminars, and exercises. Additionally, it has established high-quality collaborations with teaching institutions, with formal agreements in place for clinical training.

    The Bioeconomy study program is an interdisciplinary master’s program at the second cycle level, planned to be jointly implemented by the Biotechnical and Economic Faculties of the University of Ljubljana. It combines biotechnical and social sciences, enabling students to acquire economic and business knowledge and skills for addressing micro- and macro-management challenges in fields where understanding biotechnical sciences is essential. The program is strategically oriented, relevant to global sustainability challenges, and builds on the past experiences of the Natural Resources Economics program. In its composition and content, it offers students comprehensive knowledge and enables them to achieve the set objectives, competencies, and planned learning outcomes. The interdisciplinarity and connection between biotechnology and economics are critical for tackling current challenges. The program is evaluated as filling an educational gap and contributing to increased competitiveness, sustainable economic development, and improved efficiency of governmental and non-governmental organizations in the management of renewable natural resources. The program is appropriately named, substantively comprehensive, and environmentally relevant, ensuring strong potential for student interest. Both faculties provide qualified staff, equipment, and spatial capacities for the effective implementation of the program. The conditions for study and the mandatory components of the program are clearly defined and transparent, allowing all stakeholders in the educational process to exercise their rights and fulfill their obligations. Experts did not identify significant deficiencies but suggested several opportunities for improvement. To better meet quality standards, they recommend a clearer definition of admission requirements, clarification of the program council’s role in assessing students’ prior knowledge, and the provision of mandatory literature in Slovenian.

    The BioPharmaceutical Engineering study program is an interdisciplinary, three-year professional higher education program offered by four faculties of the University of Ljubljana (FFA, FKKT, BF, FRI). It is designed to educate professionals for the development and production of biological medicines. The program combines fundamental knowledge in natural sciences, biotechnology, pharmacy, engineering, and information technology with applied content and spans three years, with progressive horizontal and vertical knowledge advancement. Special emphasis is placed on linking theory with practice, as reflected in laboratory exercises, project work, practical training, and research collaborations with industry. The program develops competencies for independent work, critical thinking, and teamwork. The program comprises 180 ECTS credits with 40 available places. Teaching includes lectures, seminars, laboratory exercises, and practical work. The faculties provide adequate staff and facilities, as well as modern research equipment, enabling direct exposure to biopharmaceutical production processes. The program responds to the needs of Slovenia’s rapidly growing biopharmaceutical industry, where significant investments and demand for new professionals are expected. Students gain extensive practical experience through the Work in Practice course and guest lectures from industry experts. Course leaders are active members of professional societies and collaborate with national and international research institutions. The program is supported by multiple cooperation agreements with key partners. In the first year, students acquire fundamental natural science and pharmaceutical knowledge; in the second year, they focus on analytical, molecular-biological, and bioengineering topics with an emphasis on industrial production; the third year covers regulatory requirements, clinical trials, and quality assurance. The program also enables international mobility and faculty exchange. Admission is open to candidates with a general or vocational matura or a four-year secondary education program, along with proof of Slovenian language proficiency at B2 level. Progression depends on completing the required ECTS credits (60 for the second year, 55 for the third year), and re-enrollment is possible with a minimum of 30 ECTS credits. Previously acquired knowledge can be recognized upon request to the relevant Study Commission. Assessment is based on exams, colloquia, and independent work, with a passing threshold of 55%. To complete the program, students must fulfill all requirements (180 ECTS credits), including a final report on their practical training. Graduates are awarded the professional title Graduate BioPharmaceutical Engineer (VS). Transfers from related first-cycle Bologna programs are possible, with recognition of completed obligations and determination of any additional requirements. The program provides interdisciplinary education, practical competencies, and the use of modern technology, preparing graduates for work across various segments of the biopharmaceutical industry.

    Members of the group of experts for the evaluation of the study program Biomedicine (3. Bologna level) estimate that the study program meets the vast majority of aspects within the individual standards. We identified 22 opportunities for improvement and 2 major shortcomings. The latter include: 1) Defining and unifying the rules for completing doctoral study program at all members within the same study program and 2) Carrying out annual renewal of curricula. The opportunities for improvement in the area of the 1st standard are: a) Adapting student surveys to doctoral studies and their interdisciplinarity and conducting a unified survey for individual core courses, which was already recognized by the Program Council, b) Strengthening the role of professors in the self-evaluation report with their reflection during the implementation program, by updating the content and taking measures to improve the pedagogical process, c) Carrying out periodic interviews with students and doctoral students and including their suggestions/opinions in course updates, d) Involving stakeholders in the environment, employers, as the latter could use their opinion to evaluate the suitability of the graduate's competencies , e) Consider changing the process of preparing the final self-evaluation report with the joint cooperation of member coordinators and a centralized system for accepting changes to the formal conditions of the study program with the aim of unifying them, f) Approach the initiative and competent institutions more actively propose the arrangement of dedicated funding for students who do not have the status of a young researcher and g) Prepare a proposal for concrete incentives for medical specialists with the aim of increasing interest in enrollment and thus the development of the scientific field. In the area of the 2nd standard, we can propose the following improvements: a) Design and implement a protocol for reporting to external stakeholders on the results of selfevaluation, b) Use the questionnaire adapted to students of the doctoral study of Biomedicine in practice, c) Organize and obligatorily document regular meetings of the student representative in the student body council with representatives of students of the academic year with the aim of exchanging opinions and positions and better information, d) Encourage the active involvement of external stakeholders to provide proposals and opinions for the design of measures that will improve the implementation and contents of the study program and e) Ensure an effective the quality loop. Regarding the 3rd standard, we suggest increasing the engagement of foreign lecturers in the implementation of the program, student mentors and members of committees for the confirmation of doctoral theses. Regarding the 4th standard, we have identified eight additional opportunities for improvement: a) Consider the possibility of implementing common core courses (introduction to research work, statistical analysis, ethics), which will be common to all students of the doctoral study of Biomedicine, b) Examine the similarity of the content in the implementation of basic subjects at the undergraduate and postgraduate level, c) The activity of updating the contents of the curricula should include the updating of basic learning resources, d) The updating of the competencies listed in the curricula with advanced synthesis competencies, so that they correspond to the level of doctoral education, e) The acquisition of written consent of students to take study courses in English, stating that students have the legal right to listen to the course in Slovenian, f) Unification of the appearance and structure of e-classrooms for all courses with the aim of better transparency and homogeneity of content, g) It is necessary to update the basic study material, which is suitable for the level of study, as well as the preparation of 31 appropriate content in e-classrooms, which will provide students with directions for appropriate study and h) Evaluating competences acquired by doctoral students during the co-implementation of courses with specialists and doctoral students. In the case of the 5th standard, we see as opportunities for improvement: a) Concern for ensuring equal opportunities for students to be involved in research work within the study program, regardless of the student's status as a young researcher or a part-time student pursuing doctoral studies while working outside academic institutions, and b ) Updating the website in such a way that it is intuitively structured with the aim of more transparent content for obtaining information about progression between years and, above all, completion of the study program.

Verifiable Credentials

A Verifiable Credential (VC) is a digitally-signed and thus tamper-evident document containing information on a subject (e.g. personal information, entitlements of an individual, degrees held by an individual or accreditation of a higher education institution). Quality assurance results recorded in DEQAR can be downloaded as W3C-compatible Verifiable Credentials.

Currently, two types of credentials can be issued:

EBSI Verifiable Accreditations (VA) can be used by a higher education institution in the context of the EBSI Early Adopters programme.

  • The VA allows the institution to prove its external quality assurance on the Trusted Issuer Registry (TIR). EBSI VAs are only issued for external quality assurance results with an official status in a national system (“part of obligatory EQA system”).
  • At present, the higher education institution’s EBSI DID needs to be communicated to EQAR and recorded in DEQAR manually at the moment. If you are a higher education institution participating in EBSI, please contact us to register your DID.
  • EBSI VAs are issued by EQAR under its DID did:ebsi:zk4bhCepWSYp9RhZkRPiwUL.

DEQAR Format Verifiable Credentials primarily serve as a proof of concept and public demonstrator currently.

  • DEQAR Format VCs are based on the plain W3C Recommendation and our own data model. While they closely follow the EBSI Schema, no EBSI-specific or EU-specific elements or data types are used.
  • The higher education institution is identified by its DEQAR URI in this case.
  • DEQAR Format VCs are issued by EQAR under its DID did:web:data.deqar.eu.
