The evaluation of the Ptuj College to prolong the accreditation of the higher education institution was carried out by a group of experts in accordance with the recommendations, criteria and criteria set by the National Agency of the Republic of Slovenia for Quality Assurance in Higher Education. We assessed the Ptuj College in four areas: Operation of the higher education institution, Human resources, Students and Material conditions. The second part of the evaluation will focus on the Bionics study program, when we will also assess the area of Internal quality assurance and enhancement, change, update and delivery of study programmes. The four areas assessed include 17 standards. In 12 quality standards, Ptuj College meets quality standards without non-compliance, in four quality standards we found noncompliance with quality standards, and in one we partially met quality standards. Non-compliance with quality standards was first identified in the field of strategic planning of the institute and the implementation of its mission, where we found extremely low knowledge of the institute's development strategy by key stakeholders, especially the Board, and the lack of monitoring the strategic goals. Another non-compliance is in the field of operation of the higher education institution, mainly related to the internal organisation of Ptuj College, as not a single lecturer is employed at the college. We also identified shortcomings in ensuring the quality cycle, as certain inconsistencies in the evaluation of the institute seven years ago have still not been eliminated, and the quality assurance process itself is more formal than the desire to develop and improve the college. The fourth set of inconsistencies is related to the involvement of all necessary stakeholders in the management and development of the activities of the higher education institution. We are speaking about organizing and operating student councils, the academic council 28 and the college senate, where students are not properly involved. The partial discrepancy indicates extremely poor knowledge and engagement of students in the preparation of the self-evaluation report. In identifying the advantages, we focused on the distinct advantages of the institution, and there are certainly more. The main competitive advantage of the college is the focus on an interesting, not only promising, but already current topic of bionics, which should attract more attention of students and the environment if the college improved the quality of its operation. The educational process is the best part of the college, the lecturers are experts in their field, and the students are satisfied with the knowledge provided. Students are generally satisfied with the attitude, accessibility, flexibility and communication with pedagogical and professional staff. As the college operates within the School Center Ptuj and has additional agreements for infrastructure with other institutions, the material conditions for the implementation of the study process are good from this point of view. Despite some advantages, college has many more opportunities for improvement, not just those resulting from existing inconsistencies. The college needs to build a base of employed lecturers who will be more motivated to run the college. In this way, the college will also enable more research and development work and a more systematic development of bionic science in the scientific and, above all, professional field. The college needs to promote bionics and study programme more extensively. More cooperation is needed with local and regional companies as well as more broadly, college must establish a more formal relationship, communication and joint development projects. The college must also apply for various domestic and international project calls, through which it will establish cooperation with other domestic and foreign institutions. It should be noted that the enrolment status of students at the college in the academic year 2021/22 is alarmingly low, as the structure is currently composed practically only of students who are finishing graduation. From this point of view, the evaluation of the college was even more difficult, but this is also one of the reasons why certain activities of the institution are also difficult, as well as internal quality processes or. self-evaluation. According to unofficial information that the college has obtained a concession for full-time study, we believe that non-compliances will be eliminated in a relatively short period of time, and above all the college will be able to take advantage of many opportunities. Regardless of the improvement of the college's financial situation and the projected increase in the number of students, this will still be a demanding process that will require a systematic approach and a lot of work. We wish the college a lot of success in this. The evaluation of the Ptuj College for the extension of the accreditation of a higher education institution was carried out by a group of experts in accordance with the recommendations, criteria and criteria set by the National Agency of the Republic of Slovenia for Quality in Higher Education. The Ptuj College audit was performed in four areas: Operation of the higher education institution, Human Resources, Students and Material conditions. The four areas assessed include 17 standards. In 10 quality standards, Ptuj College meets quality standards, in 7 quality standards we found partial compliance or full non-compliance. Major weaknesses have been detacted within 5 standards. As with the evaluation of the study programme, we found out that the quality monitoring and quality assurance at the level of the institution (including strategic planning) is not a full circle. The current situation shows that the number of full-time teaching staff is insufficient in relation to the legal requirements. The teaching staff has no relevant publications in the field of bionics under the affiliation of the Ptuj College. The college has practically no cooperation with industry on applied or development projects. The Ptuj College does not have its own library (preparations for its establishment are underway). We also noted the simultaneous implementation of full-time and part-time studies – an aspect of two different sources of funding – on which the competent ministry should give an opinion. We have also identified some aspects of partial compliance with quality standards, which we recommend that the Ptuj College should also address extensively. These are some aspects of the strategic planning of the institution and its internal organisation. In identifying the strengths, we have focused on the distinct strengths of the institution, 8 in total, but there are certainly more. The advantage of the Ptuj College is that it is the only higher education institution in the local area, which is also given importance by the local economy, the growing number of municipalities and the students. Due to the cooperation with the Technical High School and the Inter-enterprise Technology Centre, they have a solid infrastructure to carry out the teaching process, including laboratory work. Students have expressed the school's great flexibility with regard to afternoon timetables. We highlighted over 50 opportunities for improvement that the Ptuj College can take advantage of to further develop and improve the quality of the institution. These opportunities relate to practically all of the assessment standards. In 3 quality standards, study program meets quality standards without non-compliance, in two quality standards we found noncompliance with quality standards, and in one study program partially meets quality standards. Non-compliance with quality standards was first identified due to the shortcomings in ensuring the quality cycle, as certain inconsistencies in the evaluation of the institute seven years ago have still not been eliminated, and the quality assurance process itself is more formal than the desire to develop and improve the college. The second set of inconsistencies is related to the fact that Ptuj College does not use unified value of hours within one ECTS credit point. In some cases have courses with the same ECTS credit points different number of total hours. Even worse, there are occasions where some courses have more hours than allowed by law. In identifying the advantages, we point out the main competitive advantage of the college and it study program: is the focus on perspective topic of bionics, which should attract more attention of students and the environment in the future. The lecturers are experts in their field, but none of them is employed in Ptuj College. As the college operates within the School Center Ptuj and has additional agreements for infrastructure with other institutions, the material conditions for the implementation of the study process are good from this point of view. The evaluation of the professional study programme in Bionics in engineering at Ptuj College was carried out by a team of experts in accordance with the recommendations, criteria and benchmarks set by the National Agency of the Republic of Slovenia for Quality in Higher Education. The assessment of the study programme was carried out against five standards in the area of Internal Quality Assurance and Improvement, Modification, Update and Implementation of Study Programmes. Ptuj College meets the requirements in only one area of assessment - Standard 5 " The protection of the rights of stakeholders in the study process shall be provided". In all four of the remaining standards, the expert team identified significant weaknesses or noncompliances and one partial compliance. In Standard 1 (Internal quality assurance and enhancement of the study program - Higher education institution evaluates and improves the content, structure and delivery of the study programme) and Standard 2 (Internal quality assurance and enhancement of the study program - According to self-evaluation report, tasks are completed based on previous self-evaluation), we identified several significant shortcomings in the monitoring and quality assurance of the study programme. The first aspect is the lack of a quality circle, which is mainly due to the low level of awareness and knowledge of quality assurance processes among teachers, but also among students. The second aspect is the quality of self-evaluation reports and action plans and the lack of focus of the quality assurance system on the study programme. In the area of assessment under Standard 3 (Changes and updates of the study programme) the expert group perceived a lack of monitoring and recording of changes to the study programme and related objectives, learning outcomes and competences. Under Standard 4 “The implementation of the study programme”, the expert group noted a variety of non-compliances related to the absence of an in-house library, the number of full-time teachers, the inadequacy of the recognition of lower level skills and the relationship between contact hours in the curricula and the implementation timetable. In identifying the strengths, we have focused on the distinct advantages of the Bionics in Engineering programme, highlighting only two, although there are certainly many more positive aspects. We have also highlighted a large number of opportunities for improvement that the Ptuj College can take advantage of to further develop and improve the quality of the assessed study programme. These opportunities relate to all the standards of the audit, and we highlight in particular opportunities in the areas of monitoring and quality assurance of the study programme, improving the way content is delivered to students, networking with foreign lecturers and guest lecturers from companies, more training opportunities for teachers and professional staff, and promotion of the bionics field in primary and secondary schools and in industry.
