AQUA - Quality Assurance Agency for Higher Education in Andorra

Information on the agency's work

The Quality Assurance Agency for Higher Education in Andorra (AQUA) was established in 2006 by government decree. In 2016, National Law 9/2016 of 28 June, adopted by the Andorran Parliament, recognised AQUA as an independent and autonomous official body. This legal framework was subsequently replaced by National Law 3/2025 of 30 January, which aligns the agency’s processes with compliance with the ESG.
As a public-law institution, AQUA is dedicated to enhancing the quality of higher education in Andorra and to operating in line with the standards and principles of the European Higher Education Area (EHEA). AQUA pursues its mission through the evaluation, accreditation, and certification of learning, teaching, and research, with the aim of fostering continuous improvement in accordance with international good practice.
