Database of External QA Results (DEQAR)
DEQAR is the Database of External Quality Assurance Results from activities performed by EQAR-registered quality assurance agencies. DEQAR not only collects their reports and decisions but also helps to understand reports in their context by describing the national QA frameworks of the European Higher Education Area countries.

DEQAR developments
- New Submission Application Programming Interface (API)
Following the expansion of the database to include information on certified micro-credentials and alternative/other providers in 2023 and 2024, EQAR launched the new version of a submission API in March 2025. The new version of the API was first tested by volunteering EQAR-registered agencies, which provided valuable feedback.
To facilitate a well-ordered transition to the new API as well as uninterrupted data flow, EQAR worked closely with other registered QA agencies and provided one-on-one guidance throughout 2025. At the given time, most of agencies uploading reports via API connection transitioned to the new version.
- Project funding
Two projects launched in 2025, with EQAR as a partner, will support the development and interoperability of DEQAR in the next two year:
One of the objectives of the DIGI-REQA “Digital Tools and Quality Assurance for Automatic Recognition” is to integrate quality assurance data in a regional recognition platform, by linking AR-go (a tool used for generating automated comparability statements for the qualifications issued in the Baltic and Benelux countries) with DEQAR.
The project TPG-LRC Plus “Fostering LRC implementation in the EHEA” includes the promotion of interoperability of DEQAR as a tool for automatic recognition, as one of its aims.

State of play at the end of 2025
DEQAR reports
By the end of 2025 the total number of reports in DEQAR was 120 924. These reports were uploaded by 60 EQAR-registered quality assurance agencies (including both former and current registrations), covering several thousand higher education institutions and alternative/other providers within and beyond the European Higher Education Area (EHEA). The total number of reports uploaded during 2025 was around 17 000.
Agencies
Throughout the year, 55 (out of 60) EQAR registered agencies uploaded their reports in the database.
Higher education institutions (HEIs)
Newly added reports in DEQAR in 2025 covered 2 490 HEIs based in 49 EHEA countries, and 175 HEIs based in 45 non EHEA countries.
Coverage
DEQAR had significant coverage* of 33 higher education systems by the end of 2025: Andorra, Austria, Belgium (Flemish Community), Belgium (French Community), Bulgaria, Croatia, Cyprus, Denmark, Estonia, Finland, France, Georgia, Germany, Hungary, Ireland, Kazakhstan, Latvia, Liechtenstein, Lithuania, Moldova, Montenegro, the Netherlands, Norway, Poland, Portugal, Romania, Spain, Slovenia, Slovakia, Sweden, Switzerland, Türkiye, United Kingdom (Scotland, Northern Ireland and Wales).
*Note on “significant coverage”: In these systems, DEQAR includes reports on more than half of the higher education institutions, compared to the total number according to the European Tertiary Education Register (ETER) or national lists provided to EQAR. For very small higher education systems (< 5 higher education institutions), significant coverage is considered if the higher education institution(s) is/are the dominant institution(s) in the system and a large proportion of the institution(s) is covered, i.e. not only a small number of programmes.
Upload methods
In 2025, the main mode of uploading reports was through a CSV file (10 449), followed by the API (5 145, including 1263 with the new version of submission API) and the manual upload (1 406).
