Appeals Committee
The Appeals Committee considers potential appeals raised in case the Register Committee rejects an application for inclusion on the Register.
An appeal can be lodged on procedural grounds or in cases of perversity of judgement. If the Appeals Committee allows an appeal the case is referred back to the Register Committee for a new decision taking due account of the grounds of the appeal.
The Appeals Committee consists of a chair, two further members, a deputy chair and two deputy members. The members and deputy members of the Appeals Committee may not hold any other posts within EQAR.

Jürgen Kohler (Chair)

Jürgen Kohler is professor of private law and private litigation (“Bürgerliches Recht und Zivilprozessrecht”) at Greifswald University, Germany. He was one of the founders of the re-established faculty of law and business management of Greifswald University after German reunification in 1990. He was rector of Greifswald University between 1994 and 2000. Since then he has represented the German institutions of higher education in the CDESR of the Council of Europe and was a member of its bureau from 2002 to 2006. He has been active in quality assurance for a number of years both nationally and internationally, inter alia, as chair of the German Accreditation Council from 2005 to 2007 and as an evaluator for various national and European organisations.
He is active in the Institutional Evaluation Programme of the European University Association, both serving in peer-based evaluations across Europe and in its steering committee. He co-edits the EUA Bologna Handbook and the “Handbuch Qualität in Studium und Lehre” (both published by Raabe-Verlag, Berlin).
Ossi V. Lindqvist (Member)

Ossi V. Lindqvist was elected chairman of the Finnish Higher Education Evaluation Council from 2000 to 2003 and again for a second term from 2004 to 2007. Before retiring in 2004, he served as director and professor at the Institute of Applied Biotechnology at the University of Kuopio, Finland. From 1990 to 1998, he served as Rector of this University. He has also served as chairman of the Finnish University Rectors’ Council from 1993 to 1997, was member of the National Council for Science and Technology Policy from 1996 to 1999, and he is a lifetime foreign member of the Royal Swedish Academy of Agriculture and Forestry. He was professor at the University of Dayton, Ohio, USA from 1970 to 1972. Ossi V. Lindqvist holds a Ph.D. from the University of Turku.
Ossi V. Lindqvist has served as evaluator and in an advisory role for several dozen European universities, from east to west. His current specialties cover management and technology transfer issues in HE, as well as quality assurance in HE institutions. His most recent speaking engagements have been to several Arab countries as well as sub-Saharan Africa.
Stephan Neetens (Member)
Stephan Neetens studied ancient history at the Catholic University Leuven (Belgium) and obtained his master's degree in history in 1999. He spent the academic year 1996-97 as an ERASMUS exchange student at the Università degli Studi di Bologna (Italy). From 1999 he studied law at the Catholic University Leuven and obtained his master's degree in law in February 2008. Moreover in September 2005 he obtained the certificate "Philosophical Academy" ("certificaat Filosofische Academie”) at the Catholic University Leuven.
From 1997 until 2004 he was active as student representative at the Catholic University Leuven and as student representative at Flemish level, amongst others as a member of the Executive Committee of the Flemish Union of Students (VVS). From 2001 until 2004 he was member of the Bologna Process Committee of ESIB - The National Unions of Students in Europe.
From October 1999 until April 2000 he worked as part time project collaborator at the University Education Support Office (DUO) and from September 2000 until August 2006 he worked on and off as part time administrative collaborator at the International Office of the Catholic University Leuven. From May until August 2005 he worked as full time scientific collaborator at the Institute for Social Law of the Faculty of Law of the Catholic University Leuven.
Since 2004 he has been active as an expert in higher education policy at Flemish and European level. He has been speaker in numerous conferences and participated in various projects. He was a member of several quality review teams, amongst others in the review of the Dutch-Flemish Accreditation Agency (NVAO).
Since November 2007 he has been working for the Hercules Foundation, a newly established Flemish funding agency for the financing of medium size and heavy research equipment. He assists the director in setting up the agency and implementing its first calls.
Thierry Malan (Deputy Chair)

Honorary General Inspector for Administration of National Education and Research, France
A student of law and political sciences and at the National School for Civil Service (ENA - Ecole Nationale d'Administration 1967-1969) Thierry Malan occupied several positions in the Ministry of Education. He had several assignments in the fields of the French-German as well as European and international cooperation in Education. Before his retirement (2007) he was a General Inspector for Administration of National Education and Research (IGAENR), Ministry of Education and Research.
The General Inspectorate of Administration for Education and Research (IGAENR) is devoted to a permanent mission of audits of educational institutions, evaluation of educational policies, assessment and advice.
Head of the Inspectorate regional East group from 1991 to 2000, he is honorary President of the association of General Inspectors for Administration of National Education and Research. He was mostly involved in audits of Higher Education institutions and international, European and French-German cooperation in Education
He was also a member of the International Institute of Educational Planning Council of Consultant Fellows (UNESCO) 1986-1996. He participated in several international missions and meetings and gave lectures on comparative Educational policies and administration at the International Institute of Educational Planning, Paris), the International Institute of Public Administration (ENA), the International Center for Pedagogic Studies (CIEP - Ministry of Education, Paris) and several Universities.
He represented the French General Inspectorate in the European association for quality assurance in Higher Education (ENQA).
He chaired the external review panel of the Agency for Quality Assurance in the Catalan University System AQU (2007) and participated in the external review panel of the Romanian Higher Education evaluation Agency ARACIS (2008).
Geri Bonhof (Deputy Member)

Ms Geri Bonhof has been the President of the Executive Board of Hogeschool Utrecht (University of Applied Sciences, the Netherlands) since 2003. Since 2004 she has also been Vice-President of the Board of The Netherlands Association of Universities of Applied Sciences (HBO-raad).
Before joining Hogeschool Utrecht she was a member of the Board of Hogeschool van Amsterdam (the Netherlands) and served as principal of a number of secondary schools. She started her career as physical education methods teacher in a school of primary teacher education.
Geri Bonhof was a member of Education Council, a high-level advisory body to the Dutch government, from 1997 to 2004. She actively serves as a member of the advisory board to the Utrecht Chamber of Commerce.
Geri Bonhof holds a Bachelor-level degree in physical education and a Master-level degree in pedagocical sciences.
Gemma Rauret Dalmau (Deputy Member)
Since 1969 Gemma Rauret developed her academic career at the University of Barcelona, in the Analytical Chemistry Department and in the Faculty of Chemistry. She became full professor in 1984. She was Dean of the Faculty of Chemistry and General Secretary of the University of Barcelona, as well as member of its Academic Committee.
Along her career she supervised more than 20 doctoral theses and several graduation and master´s theses. She published more than 200 articles about Environmental Analytical Chemistry in specialized international publications. She took part and coordinated numerous international research projects within the European Union framework. In 1992 she was awarded the Narcis Monturiol medal for her outstanding scientific research.
Within the scope of university quality assurance, she reached the position of Director of the Quality Assurance Agency for the University System in Catalonia (AQU Catalunya) in 1998. From 2006 to 2009 she was director of ANECA, the Spanish Quality Assurance Agency.
She was member of the Board of the European Association for Quality Assurance in Higher Education (ENQA), of the Board of the European Consortium of Accreditation (ECA) and of the Board of the Red Iberoamericana para la acreditación de la Educación Superior (RIACES) and has participated in more than hundred national and international seminars and projects.
Since 2010 she is working in several projects at the University of Barcelona (doctorate studies in 2010 and higher education governance in 2011) and participating as expert in different external panels or projects of different agencies, networks and organizations such as ANECA and AQU (Spain), NVAO (Nederland), CTI, AERES and CEIP (France) INQAAHE (international), CINDA (South America and Europe), DAAD (German), ECA or ENQA (Europe).
